HALLET ALBERT DUNCAN

Hallet Albert Duncan, 80, passed away at his home in Jupiter, Florida on August 30, 2021, after battling several illnesses. Hallet was born April 22, 1941 and was the son of the late Ruth Faye (Witt) Neal and Fred Albert Duncan. He grew up in Bluefield, Virginia and graduated from Graham High School in 1959. From there he joined the Army and was stationed in Augsburg, Germany, serving his country for six years.

When he returned to the States, he enrolled in college at the University of Maryland where he earned a degree in management with an emphasis in economics. After earning his degree, he started working for the National Science Foundation. His government career included several positions and duties. He was appointed Director of the Data Management Center by the Assistant Secretary for Management and Budget. Before coming to the Department of Health, Education and Welfare, he was with the Social Security Administration and served as the Director of Management Operations, Bureau of Hearings and Appeals.

From June 1976 to July 1979, he was in charge of the development, direction and control of a nation-

wide management information system. He received the Associate Commissioner's Citation for

outstanding managerial contributions. He then served as vice director of the White House Conference

on Aging in 1995.

Hal was an avid skier and member of the Washington D.C. Ski Club. His story repartee included many

tales of ski trips and dangerous cliffs. He was a wonderful dancer and a favorite dance partner for many

ladies. Enjoying the sport of biking, he rode in many races, including the five boroughs of New York.

Other interests included gourmet cooking, woodworking and John Wayne movies.

Much of his retirement years were taken with his love of golf and good friends on the links. Sandwiched

in, were hours spent painting – a hobby that he loved and excelled in. Hallet was a good friend to many

with a great sense of humor and a love to tell his stories.

He leaves behind his son, Frank Duncan (wife Cheryl) of Afton, VA; his sisters Margaret Stauffer of Elkins, AR; Dianne Hamm (husband Robert) of Bluefield, VA; Sharon Brown (husband Bobby) of Bluefield, VA: his brothers Jack Neal Jr. (wife Christi) of Swansboro, NC and Mike Neal (wife Linda) of Bluefield, VA; grandchildren Kevin Duncan (wife Angela) and Jessica Tawney; great grandchildren, Mariah and Madison; and several nieces and nephews and special cousin Joe Stowers and wife JJ of Tampa FL.

Also included mourning the loss of Hallet is his significant other Joanne Means and devoted puppy, Sophia, who Hal called "Punkin' Duncan".
